| Overview: | The West Clinton Action Plan concerned the determination and resolution of low-income housing related problems in inner southeast Portland, Oregon. The ensuing community-based planning response involved the renewal of the Hosford Abernathy neighborhood in Portland through the efforts of REACH, a non-profit organization which developed a strategy of combining community organizing and housing renovation in a focused area to overcome disinvestment in the area due to failed highway plans. The project involved purchase and rehabilitation of the most severely deteriorated structures and the acquisition of vacant property for the future development of a mini-park and infill housing (constructed as a community college construction class project). |
